Regional Picture
The Region 6 Integrated Delivery Network (IDN) is an alliance of stakeholders who have come together to transform the way people experience Behavioral Health care in the Strafford County/Seacoast area of NH. This transformation requires the IDN to do 3 things for Medicaid beneficiaries in our region:

  • Improve care transitions between providers.
  • Promote integrated physical and behavioral health.
  • Build mental health and substance use disorder treatment capacity.

On January 5, 2016 the Centers for Medicare and Medicaid Services (CMS) approved New Hampshire's Section 1115  Research and Demonstration Transformation Waiver, allowing NH to access new federal funding to help transform our behavioral health delivery system. The Delivery System Reform Incentive Program (DSRIP) Transformation Waiver has four main goals across the state:

  1. Deliver integrated physical and behavioral health care that better addresses the full range of individuals' needs
  2. Expand capacity to address emerging and ongoing behavioral health needs in an appropriate setting
  3. Reduce gaps in care during transitions across care settings by improving coordination across providers and linking patients with community supports.
  4. Move fifty percent of Medicaid reimbursement to alternative payment models by the end of the demonstration period

Section 1115 of the Social Security Act gives the Secretary of Health and Human Services authority to approve experimental, pilot, or demonstration projects that promote the objectives of the Medicaid and Children’s Health Insurance Program (CHIP) programs. The purpose of these demonstrations, which give states additional flexibility to design and improve their programs, is to demonstrate and evaluate policy approaches such as:

  • Expanding eligibility to individuals who are not otherwise Medicaid or CHIP eligible;
  • Providing services not typically covered by Medicaid; or
  • Using innovative service delivery systems that improve care, increase efficiency, and reduce costs.
